The Informal Justice and Home Affairs (JHA) Council takes place at the beginning of the Irish Presidency of the Council to the European Union and sets its agenda for the first half of 2013. The meeting will be attended by the EU's Asylum, Immigration and Interior Ministers on day one, and Justice Ministers the following day. The Commissioners for Home Affairs and Justice, Citizenship and Fundamental Rights will also attend, along with other institutional organisations.
Rather than an overly technical discussion, the meeting offers an informal setting for Ministers to discuss the broader issues relating to Justice and Home Affairs and the direction of EU policy in this area. Discussions will focus on those dossiers which are a priority for the Irish Presidency, including data protection measures, insolvency regulation and the directive on the freezing and confiscation of proceeds of crime.
